Authorizes the New York State Urban Development Corporation to establish a Cyber Research Institute through public and private partnerships, to be located at the Griffiss Business and Technology Park in Rome, New York

Institute shall be organized as an independent not-for-profit corporation governed by a board of 8-12 directors, with at least three-quarters having expertise or experience in cyber security

Requires partnerships with the Air Force Research Laboratory at Rome, New York colleges and universities, private businesses, not-for-profit entities, and the Griffiss Local Development Corporation

Institute will coordinate training, research, development, demonstration and technology transfer resources among higher education institutions, private sector businesses, and the Griffiss Business and Technology Park

Act takes effect immediately upon enactment
