Requires employees whose primary responsibility is providing respite care services for mentally ill persons to obtain first aid and CPR/AED certification within six months of hiring and every two years thereafter

Requires employees whose primary responsibility is providing respite care services for persons with developmental disabilities to obtain first aid and CPR/AED certification within six months of hiring and every two years thereafter

Defines respite care as intermittent temporary substitute care provided on behalf of and in the absence of a parent or legal guardian for the purpose of relieving caregiving stress

Mandates the Department bear the full cost of all required training and certification

Takes effect 60 days after enactment, with authority for immediate promulgation of necessary rules and regulations
