Expands the State Comptroller's examination authority to include any organization controlled by municipal corporations, industrial development agencies, districts, or agencies (except statewide associations of local governments or local government officials)

Defines "controlled" organizations as those where municipal officers or employees select a majority of the organization's highest policy-making body or chief executive officer, constitute a majority of voting strength that selects these positions, or serve as a majority of the policy-making body or chief executive officer

Includes subsidiary control language allowing examination of organizations controlled by other controlled organizations

Limits compulsion of testimony for controlled organizations to within the county where the organization maintains its principal headquarters

Defines "majority of the organization's highest policy-making body" as a majority of all positions, or if governance documents allow action by a quorum majority, then a majority of the quorum
