Validates bond anticipation notes and renewal notes issued by the Village of Webster between 2006 and 2011 totaling $715,000, $400,000, and $500,000 for sewage treatment system improvements, water tank rehabilitation, and sewage treatment plant upgrades respectively.

Acknowledges three compliance defects: the village board failed to adopt required bond resolutions before issuance, certain renewal notes matured before being renewed, and some notes extended beyond the five-year limit from original issuance.

Authorizes the Village of Webster to issue bonds or renewal bond anticipation notes up to $590,000, $255,000, and $455,000 respectively to refinance the three outstanding bond anticipation note series, without requiring a permissive referendum.

Permits the village to issue one additional renewal bond anticipation note maturing no later than October 4, 2013 for the first two projects and allows deferral of first bond installment payments until that date.

Takes effect immediately upon enactment.
