Requires distant site hospitals to participate in Medicare and Medicaid, and mandates that all telemedicine providers be licensed to practice in New York.

Establishes that distant site hospitals must conduct periodic reviews of telemedicine practitioners at least every two years and immediately notify originating hospitals of any suspension, revocation, or limitation of privileges.

Requires originating hospitals to conduct their own periodic performance reviews at least every two years and share adverse events, complaints, and privilege changes with the distant site hospital.

Exempts originating hospitals from providing physical examinations or maintaining medical histories for telemedicine providers who only offer consultations remotely from a distant site hospital.
