Amends the Surrogate's Court Procedure Act to establish a 60-day deadline for standby or alternate standby guardians to assume duties, seek court confirmation, or renounce guardianship after written notice of a prior guardian's inability to serve.

Allows courts to deem failure to respond within 60 days as an implied renunciation of guardianship.

Permits remaining standby or alternate standby guardians to serve in such capacity notwithstanding earlier time period requirements, provided an application for confirmation or modification of the guardianship order is filed.

Applies to guardianships of mentally retarded or developmentally disabled persons.

Takes effect immediately upon enactment.
