Amends Agriculture and Markets Law Section 301(4) to include commercial equine operations in the definition of "land used in agricultural production"

Expands the existing definition to cover not less than seven acres used in the preceding two years to support a commercial equine operation with annual gross receipts of ten thousand dollars or more

Maintains existing criteria for agricultural land including seven acres used for crop or livestock production with average gross sales value of ten thousand dollars or more

Excludes land used for processing or retail merchandising from the agricultural production definition

Takes effect on the sixtieth day after becoming law
