Requires chancellors of city school districts in cities with populations of one million or more to compile an inventory and issue a written report on all transportable classroom units ("trailers") in their districts.

Report must identify each unit's location by community school district, address, school building association, approximate size, age, and physical condition.

Report must include the number of students served in each unit by grade level, average class size, and description of how much time students spend in the units.

Report must describe any capital plan provisions for each unit and include a plan to reduce the number of transportable classroom units within the current capital plan timeframe.

Chancellor must submit the completed inventory and report to the Governor, legislative leadership, state education committee chairs, and the Department of Education by December 31, 2013.
