Amends the definition of "covered project" under public authorities law to clarify that a "covered project" includes projects where an authority enters into an agreement with an entity (rather than specifically a "recipient of authority financing") for hotel or convention center development.

Maintains the existing requirements that covered projects must have a hotel or convention center as a principal function, the authority must have substantial proprietary interest, and the facility must employ more than fifteen employees.

Removes the expiration date (June 30, 2012) for section fourteen-a of chapter 506 of the laws of 2009, making permanent the provisions relating to the authorities budget office.

Takes effect immediately upon enactment.
