Authorizes the Village of Sands Point to allow police officer Casey Wall to participate in the optional 20-year retirement plan under Article 22 of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of his own.

Requires the Village of Sands Point to file a resolution with the State Comptroller by December 31, 2012, certifying that Casey Wall's failure to timely elect Article 22 coverage was not due to his own negligence.

Allows Casey Wall to file a request for Article 22 coverage with the State Comptroller by June 30, 2013, and entitles him to all associated rights and benefits upon approval.

The Village of Sands Point must bear all past service costs associated with implementing this provision.

Anticipated increase of approximately $160 in annual contributions for the Village of Sands Point for fiscal year ending March 31, 2013.
