Amends the Family Court Act to allow courts to find "severe abuse" or "repeated abuse" in child protective proceedings, with such findings admissible in subsequent parental rights termination proceedings.

Defines severe abuse and repeated abuse by reference to Social Services Law Section 384-b, requiring courts to state grounds for such findings based on clear and convincing evidence.

Expands felony sex offenses that qualify for abuse findings under parental termination proceedings to include Penal Law sections 130.95 and 130.96, in addition to existing offenses (sections 130.25, 130.30, 130.35, 130.40, 130.45, 130.50, 130.65, 130.67, 130.70, 130.75, and 130.80).

Specifies that corroboration requirements in the Penal Law do not apply to child protective proceedings under this section.

Takes effect immediately upon enactment.
