Establishes new salary schedules for members of the security services collective negotiating unit who are ineligible for binding interest arbitration, effective April 1, 2009 through April 1, 2015, with salary grades 1-25 and performance advancement steps.

Provides salary increases of 3% (April 1, 2009), 4% (April 1, 2010), 2% (April 1, 2014), and 2% (April 1, 2015) to eligible full-time employees, plus a $2,075 lump addition to base salary effective March 31, 2011 for uniform cleaning/maintenance and security enforcement differential.

Authorizes lump sum payments of $775 (April 1, 2013) and $225 (April 1, 2014) to eligible employees in continuous service from ratification date, counted for retirement purposes but not basic salary.

Establishes additional compensation for pre-shift briefing (minimum $4.80 per day, increased to $6.00 effective March 31, 2011), facility security pay ($750 annually effective March 31, 2011), and locational compensation ranging from $200 to $1,722 annually depending on work location.

Appropriates $42.588 million total ($2.419 million general fund personal service, $2.133 million fringe benefits, $24.119 million special revenue personal service, $12.465 million special revenue fringe benefits, and federal/other funds) for fiscal year 2012-2013.
