Expands the residential-commercial exemption program to include counties with populations between 98,900 and 99,000 as determined by the 2010 federal decennial census, in addition to existing counties with populations between 65,300 and 65,400

Extends the expiration date of the residential-commercial exemption program from 12 years to 13 years after the effective date

Program applies to municipalities including towns, cities, villages, and other taxing entities located in the specified counties

Amendments take effect immediately and are deemed repealed when the underlying exemption program expires
