Extends the expiration date for waiving urban development action area designation requirements from June 30, 2012 to June 30, 2015 for up to six projects annually involving construction of up to 90 dwelling units for elderly or disabled persons financed by federal government.

Allows governing bodies or authorized commissions to waive area designation requirements for projects consisting solely of rehabilitation/conservation of existing dwellings, construction of one to four unit dwellings, or the specified elderly/disabled housing projects without requiring land use changes.

Permits waiver of standards and procedures required by local law or charter for approval of urban development action area projects meeting the same criteria through June 30, 2015.

Allows municipalities to dispose of real property for urban development action area projects through governing body resolution or mayoral action (in cities with population over one million) for projects meeting the specified criteria, without following standard land disposition procedures.
