Authorizes the City of Gloversville to allow firefighters Thomas Mellis and Josh Frye to join the optional twenty year retirement plan under Section 384-d of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of their own.

Mellis and Frye must file a request with the state comptroller on or before December 31, 2012 to elect coverage and receive full rights and benefits under Section 384-d.

The City of Gloversville must bear all past service costs associated with this provision, which may be amortized over five years.

Estimated fiscal impact includes an immediate past service cost of approximately $26,800 (or $6,160 annually if amortized over five years) and approximately $8,000 in increased annual contributions for fiscal year ending March 31, 2013.

The act takes effect immediately upon enactment.
