Increases the maximum annual funding available for water pollution control linked deposit program loans from $10 million to $40 million.

Allows a portion of program funds to be used for grants to residential properties meeting the definition of "affordable workforce housing" under General Municipal Law.

Extends the deadline for making linked loans from September 30, 2011 to September 30, 2020.

Prioritizes funding for on-site wastewater treatment projects that protect sole source aquifers, primary groundwater recharge areas, and impaired water bodies as identified in the Department's water quality assessment program.

Removes agricultural operations from eligible projects effective January 1, 2013, limiting future loans to residential and small business on-site wastewater treatment systems only.
