A school of public health within the State University of New York must conduct a comprehensive health impact assessment examining potential public health impacts from natural gas extraction using horizontal drilling and high-volume hydraulic fracturing.

The assessment must include analyses of localized and statewide health impacts, disparate community-level impacts, estimated costs to government and health care systems, mitigation recommendations, and a long-term monitoring plan.

A draft assessment must be released for public review with a minimum of two public hearings and at least 180 days for public comment submission.

The school of public health must categorize and respond to all public comments, and if substantive changes result, issue a revised draft subject to the same public review process.

Upon completion, the school of public health must submit the assessment to the New York State Department of Health, which shall make it available to the public and deliver copies to the legislature and governor.
