Allows the director of the office for the aging to authorize eligible entities to provide enriched services or optional services without requiring a grant.

Establishes an application process for eligible entities (not-for-profit or government organizations) to apply for approval to offer enriched services, optional services, or both.

Defines enriched services to include total assistance with toileting, mobility, transferring and eating; medication dispensing by registered nurses; health education; counseling; case management; and restorative or maintenance therapies.

Permits the director to make up to 20 competitive grants available to eligible entities for up to $200,000 each for enriched social adult day services demonstration projects, covering up to 100 percent of allowable expenditures.

Requires the director to provide a written evaluation to the governor and legislative leaders by January 30, 2014, examining program effectiveness in preventing institutional placement, costs, participant satisfaction, and program quality.
