Adds new definitions to Vehicle and Traffic Law for "circulatory roadway," "circular intersection," and "roundabout" to establish uniform terminology for roundabout traffic control.

Revises lane-use control signal indications to specify that green arrows permit lane use, yellow X warnings precede red X signals, white two-way left-turn arrows permit shared left-turn use, and white one-way left-turn arrows permit left turns without opposing traffic.

Replaces terminology of "rotary traffic islands" with "circular intersections" throughout Vehicle and Traffic Law and clarifies that vehicles must pass to the right of the central island unless otherwise indicated by traffic control devices.

Modifies railroad grade crossing requirements to allow either stop or yield signs (previously required stops only) and permits the state transportation commissioner and local authorities to install yield signs where appropriate.
