Eliminates the September 1, 2013 expiration date for the assisted living program demonstration, making the authorization permanent.

Allows assisted living programs with fewer than 75 beds in counties with populations between 110,000 and 150,000 (based on 2000 census) to increase beds by up to 30 percent when unable to accommodate placement applicants.

Permits programs that received initial authorization to further increase beds by up to 25 percent of their July 1, 2005 bed level if they continue to have unmet placement demand.

Removes requirement for programs to submit annual reports to the commissioner of health and legislative leaders containing program costs, savings, patient demographics, and quality of care evaluations.

Removes provision allowing the commissioner of health to terminate programs early if reports show no cost savings to state and local governments.
