Amends Public Authorities Law Section 1096 to add the town of Kendall in Orleans County to the list of municipalities served by the Monroe County Water Authority.

Expands the authority's power to purchase or lease water supply systems and related property to include the town of Kendall alongside the existing village of Holley and town of Clarendon in Orleans County.

Authorizes the authority to construct and develop water supply systems within the town of Kendall and to acquire land and water rights by purchase, lease, or condemnation in that town.

Permits the Monroe County Water Authority to sell water at retail to individual consumers and at wholesale to municipalities and public water systems in the town of Kendall for domestic, commercial, industrial, and public purposes.

Takes effect immediately upon enactment.
