Expands the Randolph Academy union free school district's authority to acquire, purchase, lease, or operate territory in Cattaraugus County or Erie County, New York, subject to state education department consent.

Permits the Randolph Academy union free school district to acquire or operate territory constituting union free school district number three in the town of Hamburg, Erie County, and its associated facilities for approved educational programs.

Establishes that leased or temporary territory reverts to the Randolph Central School District (Cattaraugus County) or Frontier Central School District (Erie County) upon lease termination or expiration, or when related dormitory authority bonds are no longer outstanding, whichever occurs later.

Authorizes the Randolph Academy union free school district to operate, purchase, or lease the Hopevale union free school district territory and facilities currently or formerly in its district or in the Hamburg district number three territory.

Amends the Public Authorities Law to allow the Randolph Academy union free school district to assign and pledge state and local public funds to the dormitory authority for financing, acquiring, constructing, or improving facilities in Cattaraugus or Erie counties, with commissioner of education approval required.
