Requires local government units serving individuals with mental illness or developmental disabilities to create and oversee a single point of access (SPOA) system for entry to care coordination, residential placement, rehabilitative services, and other support services

Permits local government units to operate SPOA systems individually or jointly with other local government units, and allows separate systems based on targeted populations such as age, disability, veteran status, or specific service needs like housing

Empowers SPOA systems to receive referrals of high-need persons with mental disabilities as defined by the Commissioner, regardless of age, ability to pay, or health insurance status

Requires SPOA systems to coordinate with care coordination providers, housing, health care, and managed care organizations to determine appropriate levels of care and service delivery for designated high-need persons

Takes effect immediately upon enactment
