Authorizes the Village of Port Chester and City of New Rochelle in Westchester County to require electronic submission as the sole method for commodity, service, and technology contract bids from June 1, 2012 through March 31, 2016.

Limits Port Chester and New Rochelle to no more than 50 electronic bid solicitations (excluding reverse auctions) and up to 20 reverse auctions through electronic means during the authorized period.

Requires the chief fiscal officers of both municipalities to determine and document that electronic submission provides fair and equal opportunity for bidders before implementation.

Mandates that Port Chester and New Rochelle submit reports to the Legislature assessing the use of electronic submissions and reverse auctions, with recommendations for future use, within 30 days of completing the 50th solicitation or by April 1, 2016, whichever is earlier.

Reports must be published on the municipalities' official websites and provided to the Senate Finance Committee chair, Assembly Ways and Means Committee chair, and the Commissioner of the Office of General Services.
