Amends the parks, recreation and historic preservation law to authorize extended lease and license agreements of up to 40 years for private sector investment in equipment and capital improvements at historic sites and state park facilities.

Adds buildings and facilities within Knox Farm State Park to the list of properties in the first park region eligible for extended leasing and licensing agreements.

Requires the commissioner to find that any lease or license is compatible with public enjoyment of adjacent park facilities and, for historic structures, will encourage private investment in restoration and preservation.

Mandates that lease and license agreements include terms addressing environmental concerns, historic and recreational resources, compatible uses of adjacent lands, and protection of public interest.

Directs revenues from these leases and licenses to be deposited into the state park infrastructure fund.
