Expands the special groundwater protection areas law to include three special surface water protection areas: the Peconic Estuary Watershed, South Shore Estuary Reserve Watershed, and Long Island Sound Watershed.

Modifies the Long Island Water Planning Board composition to include the Commissioner (or designee) as chair, county executives, town supervisors, and village mayors from special groundwater and surface water protection areas.

Updates the comprehensive management plan requirements to address both groundwater and surface water protection, including an ambient groundwater standard of two milligrams per liter for nitrogen.

Requires that land use regulations in protection areas consider water quality and recharge capabilities when defining "open space," with specific guidance for recreational uses.

Removes outdated references to the New York State legislative commission on water resource needs and eliminates a restriction on public fund acquisition of recreational facilities in the North Hills area.
