Creates a "Deadbeats Most Wanted List" maintained by the Office of Temporary and Disability Assistance, comprised of individuals owing more than $10,000 in child support arrearages under court or administrative orders.

List shall include identifying information such as name, last known address, physical description, photograph if available, occupation, amount of arrearage, and number of children owed support, limited to 500 individuals at any time.

List must be published on the Office website and made available for public inspection at all Office facilities, including support collection units.

Individuals must receive 90 days' written notice by certified mail before their information is disclosed, with removal of information required upon full payment, three consecutive payments under an agreement, or court order finding no responsibility.

Provides that good faith disclosures under this section shall not be considered violations of confidentiality laws, and allows re-listing without notice if an individual fails to comply with a payment agreement.
