Amends the Municipal Home Rule Law to allow proposed local laws to be provided to legislative members in legible electronic format instead of requiring physical copies on desks or mailed copies.

Defines "electronic means" as transmission between computers or machines that allows recipients to reproduce information in tangible form and prevents unauthorized changes without leaving a record.

Applies the same electronic format provision to New York City Charter Section 36, allowing local laws to be provided electronically to City Council members instead of physically on their desks.

Maintains existing requirements that local laws be in final form at least seven calendar days (or ten days if mailed) before passage, unless the chief executive certifies necessity for immediate passage and two-thirds of the legislative body votes to approve.

Takes effect immediately upon enactment.
