Authorizes the dormitory authority to finance, refinance, or reimburse costs for acquisition, design, construction, reconstruction, rehabilitation, improvement, furnishing and equipping of Xavier High School located at 30 West 16th Street in New York City.

Limits the aggregate sum of bonds issued for Xavier High School purposes to not exceed fifty-five million dollars.

Designates the school to serve students in grades nine through twelve.

Requires any contracts entered into by the dormitory authority under this act to be deemed state contracts under article 15-A of the executive law, with the authority classified as a contracting agency.

Takes effect immediately upon enactment.
