Adds definition of "complete application" to Environmental Conservation Law for Long Island Pine Barrens Commission, requiring applications to be in commission-approved form and determined complete before review commences, and may include draft environmental impact statements.

Changes review timeline language from "core preservation area hardship" applications to "complete applications," establishing 120 days for decisions when negative declaration is made and 60 days from findings statement when positive declaration is made.

Suspends the application review timeline and processing when a proceeding under Section 57-0136 is pending against the applicant regarding the property at issue or arising from ownership or use of the property.

Removes prior language requiring commission decisions within 120 days for petitions asserted by commissioner, replacing it with the timeline established in subdivision 10 of Section 57-0121.

Effective January 1, 2013 and applies to all applications received on or after that date.
