Proposes constitutional amendment to Article 14, Section 1 to authorize the Legislature to settle title disputes in Township 40, Totten and Crossfield Purchase, Town of Long Lake, Hamilton County between the State and private parties.

Requires that any settlement of the disputed lands must be conditioned on private parties conveying replacement land purchased without state funds that is suitable for forest preserve incorporation within the Adirondack Park.

Mandates Legislature determine that replacement property conveyed to the State provides a net benefit to the forest preserve compared to the Township 40 lands being settled.

Requires the proposed amendment be referred to the first regular legislative session following the next general election and published for 3 months before such election, per constitutional procedures.
