Establishes a uniform notice of claim process across New York State for actions against political subdivisions, state agencies, public authorities, and public benefit corporations requiring notice be served within time limits established by General Municipal Law Section 50-E.

Extends the statute of limitations for actions (except wrongful death) to one year and ninety days after the cause of action accrues, replacing varying time periods across different public entities.

Allows alternative service of notices of claim on the Secretary of State as agent for public corporations, with the Secretary required to forward copies to the named entity within ten days and maintain a registry of participating public corporations.

Imposes a fee not exceeding $250 per notice of claim filed with the Secretary of State, with one-half retained by the Secretary and one-half forwarded to the named public corporation.

Applies uniform notice of claim requirements and time limitations to numerous public authorities, including education funds, housing finance corporations, the Port Authority of New York and New Jersey, and other state entities, effective 180 days after enactment.
