Increases the annual beer brewing limit for restaurant-brewers from 5,000 barrels per location to 20,000 barrels in aggregate across all licenses held by the same person.

Allows restaurant-brewers to sell beer they produce to other retail licensees through New York State licensed beer wholesalers, including commonly owned affiliate licenses.

Permits restaurant-brewers to hold licenses under multiple retail categories (on-premises consumption, off-premises sales, wine, and beer) simultaneously, with classification as "retailers" for regulatory purposes.

Prohibits manufacturers and wholesalers of alcoholic beverages from obtaining restaurant-brewer licenses.

Takes effect immediately upon enactment.
