Creates requirement for the Office to produce a report on workforce needs and credential production in consultation with the Department of Labor, Department of Education, and other relevant entities.

Report must indicate the state's anticipated workforce needs and the number of degrees, certificates, and credentials expected to be issued by higher education institutions, community colleges, vocational schools, and training programs.

Report must identify any unmet workforce needs, including areas of specialization, and recommend institutions that could meet projected workforce needs.

Office must submit the completed report to the Mental Health and Developmental Disabilities Committees of the Senate and Assembly and the Governor by January 1, 2013.

Report must be distributed to all public postsecondary governing boards in the state and to public school districts, charter schools, and private schools through the Department of Education.
