Authorizes the City of Mechanicville to allow police officers Anthony J. Toleman and David M. Altamura to participate in the optional twenty-year retirement plan under Section 384-d of the Retirement and Social Security Law, despite missing the original enrollment deadline through no fault of their own.

Requires the City of Mechanicville to file a resolution with the state comptroller by December 31, 2012, certifying that the two officers did not exclude themselves from the plan due to their own negligence.

Permits the two officers to elect coverage under Section 384-d by June 30, 2013, and grants them full rights and benefits including eligibility for the plan established under Section 384-e.

Places all employer costs associated with the act on the City of Mechanicville, including an estimated $61,000 one-time past service cost and approximately $4,500 in annual contribution increases for fiscal year ending March 31, 2013.

Takes effect immediately upon enactment.
