Creates a "farm brewery" license in New York State to manufacture, store, and sell New York State labeled beer, with phased-in requirements for in-state ingredients: 20% hops and other ingredients by weight (2018), 60% (2019-2023), and 90% (2024 onward).

Authorizes farm breweries to sell beer and cider at retail on and off premises, conduct tastings, operate restaurants/inns adjacent to the brewery, and sell complementary food items, beer supplies, and souvenirs; limits annual production to 60,000 barrels.

Permits farm breweries to operate up to five branch locations and allows holders of farm winery or farm distiller licenses to simultaneously hold a farm brewery license and share tasting room facilities.

Establishes annual license fee of $320 for farm breweries and allows tastings of New York State labeled wine and liquor at farm brewery premises; permits brewers and distillers to sell products to farm breweries.

Exempts farm brewery licensees from wholesaler sales tax reporting requirements and authorizes the Agriculture Commissioner to allow temporary use of out-of-state ingredients during natural disasters or adverse weather.
