Changes Section 69 of the social services law to make county social services districts solely responsible for administering and bearing the expense of public assistance and care, eliminating the previous option to divide responsibility between districts and towns/cities.

Removes provisions allowing towns to be responsible for safety net assistance expenses for persons residing or found in their territory.

Removes provisions allowing cities within county social services districts to be responsible for safety net assistance expenses in their territory.

Repeals paragraph i of subdivision 3 of Section 233-a of the county law.

Takes effect immediately upon enactment.
