Requires all 17 voting members of the Metropolitan Transportation Authority (including the chairman) to be regular mass transit users of the authority's facilities.

Increases the number of voting members appointed on recommendation of the mayor of New York City from four to five, each representing one of the city's counties.

Reduces the number of voting members appointed by the governor without recommendation from five to four, with two required to be New York City residents.

Repeals paragraph (a-1) of subdivision 1 of section 1263 of the public authorities law.

Takes effect immediately but is subject to the existing expiration date of the amended paragraph.
