Amends Vehicle and Traffic Law Section 600 to require drivers to perform a reasonable and good faith investigation upon contact with any object other than the roadway, and report damage or injuries if discovered.

Establishes presumption that drivers operating vehicles in violation of driving while intoxicated laws (Section 1192) knew or should have known of contact and resulting damage or injury, unless they can prove they would not have known regardless of intoxication.

For property damage violations, establishes fine of up to $250 or up to 15 days imprisonment.

For personal injury violations, increases penalties: Class B misdemeanor ($250-$500) for first offense; Class A misdemeanor ($500-$1,000) for subsequent offenses; Class E felony ($1,000-$2,500) for violations after prior conviction; Class E felony ($1,000-$5,000) for serious physical injury; Class D felony ($2,000-$5,000) for violations resulting in death.

Takes effect immediately upon enactment.
