Amends Section 8 of Article 2 of the New York State Constitution to add language allowing the legislature to set qualifications for board of elections members beyond political party representation requirements.

Adds phrase "AND SHALL HAVE SUCH OTHER QUALIFICATIONS FOR PERFORMING THEIR DUTIES AS THE LEGISLATURE MAY DIRECT" to constitutional text governing boards charged with voter qualification, ballot distribution, and vote counting.

Maintains existing requirement that boards of elections have equal representation of the two political parties that received the highest and second-highest votes in the preceding general election.

Requires the proposed amendment be referred to the first regular legislative session after the next general assembly election and be published for 3 months prior to that election, per Article 19 of the Constitution.
