Amends the definition of "employer" under labor law section 27-b to include political subdivisions of the state, reversing a prior exclusion that exempted employers defined in education law section 2801-a.

Removes the language that previously excluded public school employers from workplace violence prevention program requirements.

Preserves all existing employee rights under applicable laws, rules, regulations, and collective bargaining agreements.

Takes effect 120 days after becoming law, with rules and regulations for implementation to be completed by that effective date.
