Requires the new employer (municipal corporation or county sheriff) to reimburse the previous employer for training expenses on a pro rata basis if employment changes within the eighteen-month period.

Establishes a mediation process through the Division of Criminal Justice Services to resolve any disputes over expense calculations within ninety days of cost determination.

Exempts reimbursement requirements if the employee's basic training certificate has expired or if the current employer paid for the training.

Exempts reimbursement if the member's employment agreement already requires reimbursement from the member directly to the prior employer.
