Adds Fairview Fire District and Arlington Fire District in Dutchess County to the list of fire districts whose annual elections are held on the Tuesday following the first Monday in November from 6:00 AM to 9:00 PM, instead of the default second Tuesday in December.

Expands the board of fire commissioners in specified fire districts (those with November elections) to include the town supervisor and a taxpayer representative appointed by the town board, both serving as voting members.

Requires a petition signed by at least 10 qualified voters to trigger a special meeting for voter approval before adding town supervisor and taxpayer representative positions to single-municipality fire district boards.

Requires petitions from at least 10 qualified voters in each affected municipality and voter approval in all municipalities before implementing alternating representation on boards of fire districts spanning multiple municipalities.

Takes effect immediately and applies to the next election cycle of affected fire districts.
