Establishes a 90-day statewide substituted cathinone surrender program allowing individuals to anonymously surrender products containing substituted cathinones at locations throughout New York without criminal liability.

Redefines Schedule I controlled substances in Public Health Law Section 3306 to broadly classify substituted cathinones (compounds derived from 2-amino-1-phenyl-1-propanone with specific chemical modifications) rather than listing individual compounds, with bupropion exempted.

Repeals existing paragraphs 9 and 10 of Schedule I subdivision (f) of Section 3306.

Requires the Department of Health and Division of Criminal Justice Services to establish and maintain a public website database listing known substituted cathinones, their trade names, physical descriptions, effects, brand names, and product packaging images.

Takes effect 90 days after enactment, with the surrender program automatically expiring and repealing on day 91, while the substituted cathinone database provisions remain permanent.
