Adds individuals granted Deferred Action for Childhood Arrival (DACA) status to the citizenship eligibility categories for New York state student financial aid under Education Law Section 661.

Expands eligibility for undergraduate and graduate financial aid awards to non-residents of New York State who are U.S. citizens, permanent lawful residents, lawful non-immigrant aliens, or DACA recipients if they attended a registered New York State high school for two or more years and graduated within five years for undergraduate study or ten years for graduate study.

Allows non-residents meeting the above criteria to pay tuition and fees at resident rates at State University of New York (SUNY), City University of New York (CUNY), and community colleges, and to receive state-aided scholarships and financial assistance.

Establishes a direct application process through the Higher Education Services Corporation or Education Department for eligible applicants, with all submitted information deemed confidential.

Effective date is 90 days after U.S. Citizenship and Immigration Services issues final DACA regulations, or 90 days after the bill becomes law, whichever is later.
