Requires the Human Resources Administration to issue a certification of payment to tenants receiving public assistance whenever rent is paid to a landlord on behalf of the tenant, upon tenant request.

Certification must include the payment date mailed, landlord name, mailing address, and payment amount.

In-person requests at the tenant's assigned HRA office must receive certification within two business days; telephone requests must receive certification by first-class mail within fifteen days.

Each HRA office must designate a telephone number for tenants and landlords to request certification of payment.

All public assistance applicants must be provided written notice at application approval of their right to request and receive rent payment certifications.
