Creates a new lifetime sportsman license category for honorably discharged veterans from the U.S. Armed Forces certified with a 40% or greater service-connected disability at a fee of $20.00

Maintains existing lifetime hunting, fishing, trapping, archery and muzzle-loading license fees ranging from $65.00 to $765.00 depending on license type and age category

Allows holders of lifetime small and big game licenses or fishing licenses to convert to a lifetime sportsman license and turkey permit by paying an additional fee equal to the existing price differential

Takes effect on the same date as section 3 of chapter 507 of the laws of 2010
