Adds Article 15 to New York Energy Law establishing energy efficiency performance standards for general purpose lighting products including incandescent, fluorescent, compact fluorescent, and halogen lamps

Prohibits sale or offering for sale of new general purpose lighting products in New York State unless they meet minimum energy efficiency performance standards adopted under this article and manufacturers certify compliance if required

Grants Secretary of State, in consultation with New York State Energy Research and Development Authority President, authority to establish standards, promulgate rules and regulations, and enforce provisions

Requires minimum 180-day notice before energy efficiency performance standards become effective and prohibits standards from going into effect if preempted by federal standards unless preemption waiver is granted under federal law

Authorizes Secretary to impose fines and injunctive relief for violations, conduct investigations and testing, and consult with federal agencies and affected parties in implementing the article
