Permits individuals 18 years or older to possess and use consumer fireworks outdoors if they hold a valid permit issued by a local municipality and have completed a fireworks safety course within the past three years.

Requires consumer fireworks safety courses to be taught by organizations recognized by the American Pyrotechnics Association, with proof of completion valid for three years.

Defines consumer fireworks as combustible or explosive compositions meeting Consumer Products Safety Commission standards (16 CFR) and American Pyrotechnics Association Standard 87-1, excluding firecrackers, bottle rockets, sky rockets, and certain aerial shell kits.

Exempts consumer fireworks from existing fireworks prohibitions in penal law sections 270.00 and 405.00 when used by permit holders, and permits are subject to local denial or revocation for legitimate reasons including weather, noise, or competing events.

Does not apply to cities with populations of one million or more people and takes effect 90 days after becoming law.
