Creates new Executive Law section 403-c establishing the "Missing In Attack On Our Nation" (MIA-OON) flag for display on public buildings starting September 11th each year

Encourages every county, city, town, and village to display the MIA-OON flag at their local legislative body buildings for at least 30 days or longer, beginning each September 11th

Requires all State Police facilities, including headquarters, substations, and training academy, to display the MIA-OON flag for at least 30 days or longer beginning each September 11th at the Superintendent's discretion

Specifies the MIA-OON flag design: black silhouette of a mother holding a child's hand on yellow field with text "YOU WILL ALWAYS BE REMEMBERED" in black lettering, symbolizing vulnerability of innocents to terrorism and hope for return of victims to loved ones

Takes effect immediately upon enactment
